As the Organisational Development and Learning Officer, you will be instrumental in achieving our ambitious People Strategy, ensuring we have an agile workforce with the right skills, knowledge and behaviours to both deliver our current goals, and to prepare for future requirements and challenges. You will have a key role facilitating and promoting organisational development and learning initiatives.
This role will cut across all aspects of the business and you will be required to work collaboratively with customers throughout the organisation as well as with external stakeholders. To achieve this you will have the ability and enthusiasm to build an effective HR partnership approach with each service and with HR colleagues, and you will work closely with the Training Officer in jointly supporting the development and delivering of organisational development and learning initiatives and programmes.
The role reports to the Organisational Development and Engagement Manager and is focused on supporting and facilitating the high quality organisational development and staff engagement initiatives that will increase knowledge, skills and performance across the Senedd, enabling staff to reach their full potential and to be the best they can be.
You will also be required to deliver ad hoc presentations to Service areas on a variety of relevant topics, showcase the Learning and Development offering during topical weeks such as ‘Learning at Work’ week and develop an annual learning calendar for staff.

Head of Organisational Development & Learning
Agile
We are seeking an experienced individual with evidence of successful practice of operating in an OD and learning function to lead our cultural and people development activities across the organisation:
To lead on Organisation Development initiatives and staff development activities at an organisational, team and individual level that are aligned to the Commission’s strategic objectives and wider ambitions.
Define and implement corporate organisational development (OD) and Talent, learning and development (TL&D), plans, activities, and policies which are aligned with and facilitate the delivery of the Senedd Commission’s Corporate, People, and Diversity and Inclusion strategies.
Provide specialist expertise to the Chief People Officer and the Executive Team in the development of organisational culture, performance management, leadership, employee engagement and all aspects of people-focussed organisational change and development.
Lead and manage a specialist team of OD and learning practitioners in the development and delivery of aligned programmes, including the provision of team and individual solutions across the organisation.
Reporting to the Chief People Officer, you will be embedded within the OD community, and have experience of designing and implementing progressive organisational development programmes and building learning frameworks across multiple professions. You will be a key player in guiding the organisation through large scale change and completing reinventing what learning and development means. You will help us move to a true business partnering approach, collaborating with colleagues and senior leaders, and embedding a learning culture across the organisation.

Strategic Transformation Service
Senior Researcher - Remuneration Board
Agile
We’re looking for a Senior Researcher for the Remuneration Board. This is an excellent opportunity to provide proactive, clear, confident and effective research advice, and play a vital part in the strategic work of the Senedd.
You will play a key role in supporting the work of the Remuneration Board as it undertakes a review of the Determination between now and the end of the Sixth Senedd (April 2026).
You will be responsible for providing high quality, impartial research analysis and advice to the Remuneration Board to help inform its work.
You will work closely with wider research colleagues and your work will complement the current expert support provided by the Senedd’s Research Service’s Financial Scrutiny Team.
The role provides opportunities for external engagement and collaborative working with other legislatures, institutions and stakeholders both in the UK and internationally.

Location: Agile
This role will be agile, with a mixture office and home working. You will be provided with the support and equipment you’ll need to work from home. There will be a requirement to attend the office in Ty Hywel, Cardiff Bay to suit business needs.

Translation and Reporting Services (TRS)
Editor in the Translation and Reporting Service – temporary (2 posts)
Agile
This is an exciting role that will put you at the heart of Welsh politics. You will edit transcripts of Senedd meetings that will then be published online to be read by Commission staff, Senedd Members, their staff and the public at a fascinating time in the history of Welsh democracy. You will have excellent language skills in both Welsh and English and you will need to develop strong working relationships with colleagues within the service area and beyond.

Salary: £34,135 - £41,393 (Management Band 2 - HEO) plus a recruitment and retention allowance (£3776.37)
Pattern of Working:
These are full-time posts. However, flexible working arrangements will be considered, subject to meeting the business needs of the Senedd and its Members. However, the successful candidates will be expected to work at peak periods, namely Tuesday to Thursday and until 19:30 on Senedd Plenary days.
